This is what I call &quot;passive aggressive tyranny.&quot; It occurs when the speaker wants to shut down dialogue, but he does so in a way that disguises his totalitarian impulses.  Here&#039;s my translation for the Wallis-impaired: &quot;I wish these people would shut up and go away so that we, the few and enlightened, can do the people&#039;s business.&quot; Ahhh, democracy works well when only the few and enlightened are allowed to practice it.]]></description>
