The British parliament has a huge amount of freedom to make gaffes is during &quot;Question Time.&quot; In America, the place where free speech and loose consideration of ideas is allowed is largely in the Congresssional committee markup sessions. Bessette argues against the &quot;sunshine laws&quot; that allow greater public access to Congressional committees (e.g. for CSPAN) because that means serious deliberation suffers. Discussion suffers because you have more blandness, more posturing, and less freedom to make gaffes when it&#039;s all on camera]]></description>
