CJ, I'm guessing media ecology. NBC News is a division of a mainly entertainment network. They don't have to fill an entire primetime news block every day. It is pretty convenient for people who want thirty minutes of news in the course of their busy day. There are of course the Sunday shows and news magazines, special programming. Presumably, FOX could put more hard news programming on the main station (though it would mean changes with affiliates) but it would still just be FOX. Starting up an entirely right-leaning "hard" cable news station would likely be expensive and struggle to find an audience at first and FOX has a successful business model as it is.
