The narrow popular victory—when enhanced by the electoral college semi-landslide and winning almost all the battlegrounds—probably does reach mandate level in at least one way: Nothing that the president got passed his first term will now be repealed. What once seemed precarious now seems more permanent. The president’s strategy on healthcare is a success, for example.
